Backward Class Welfare

BC Welfare Department was bifurcated from Social Welfare Department in the year 1975 and a separate Department was constituted in the Secretariat in 1994 vide G.O.Ms.No.72, Dt.22.02.1994. The BC Service Co-operative Finance Corporation was formed in 1974. The Backward Classes Welfare Department focuses on the welfare and development of Backward Classes.

The Backward Classes Welfare Department focuses on the welfare and development of Backward Classes, aims to promote the following measures among the backward classes:

  • Educational advancement
  • Economic development
  • Implementation of programs that encourage Social Integration

Functions

The main objectives of the Backward Classes Welfare Department are to:

  • Provide boarding and lodging facilities to children of Backward Classes into Pre-Matric and College Hostels.
  • Provide quality School education to meritorious Backward Classes Students pursuing studies at the Pre-Matriculation level by providing Pre-Matric Scholarship.
  • Provide access to education for students belonging to Backward Classes of Telangana State by admitting into Residential Schools.
  • Facilitate higher education on par with students of the General category, duly providing scholarships and Hostel facility.
  • Financial Assistance to Students of Telangana (FAST) in the shape of scholarships.
  • Provide free coaching facilities to eligible Backward Classes students for various State and Central Government recruitments.
  • Provide stipend to the BC Advocates and incentives to the Inter-Caste Married BC Couples.

Provision of Reservation in Local Bodies

The percentage of reservation provided to Backward Classes in Local Bodies is 34%. Unlike reservation in Education and Employment, the reservation in Local Bodies is not divided among BC Groups i.e. (A, B, C, D and E). All BC Communities are treated as one Unit for the purpose of reservation in Local Bodies.

Provision of Diet Charges:

The Diet Charges provided by the Government are Rs.750/- per month per boarder for Classes III to VII and Rs.850/- per month per boarder for Classes from VIII to X.

Payment towards purchase of Soaps, Detergents, Oil etc., i.e., Cosmetic Charges: Every month Cosmetic Charges are paid to the boarders @ Rs.62/- per month for Boys of all Classes (i.e., Rs.50/- as cosmetic Charges + Rs.12/- for Hair cut charges) and for Girls from Class-III to Class-VII the cosmetic charge is Rs.55/- and for Girls from Class-VIII to Class-X, it is Rs.75/- .

Materials Supplied to the boarders:

The boarders admitted into Pre- Matric Hostels are provided with free boarding and lodging. Further, four pairs of Uniforms, One set of bedding material comprising Blanket and Carpet, Note Books, Nationalized Text Books, Study material etc., are provided to the boarders every year. In addition, Plate and Glass and Trunk Box are provided to the boarders once in five years.

Staff for the Hostel:

Every Hostel will have one Hostel Welfare Officer and three Class-IV employees appointed on Regular basis. Three Class-IV employees are Cook, Kamati and Watchman.

 

Provision of Diet Charges: The Diet Charges provided by the Government is Rs.1,050/- per month per boarder from Intermediate to Post Graduation.

Fast sanction of post-matric scholarships and reimbursement of tuition fee:

Salient features

  • The Maximum income limit of the parents is Rs.1,00,000/- per annum for both professional and Non-professional courses.
  • Students must register online in epass website, www.epasswebsite.cgg.gov.in

 

FAST Maintenance Fee Scholarship (FAST-MTF)

This Scheme is divided into 4 sub-groups and Scholarship amount is released online into the Bank account of eligible students.

 

Departmental Attached Hostels (DAH):

As per G.O.Ms.No.40, Dt.08.12.2012 of Social Welfare (EDN.2) Dept., the Government enhanced the Post Matric Scholarships sanctioned to the students of different courses accommodated in Department Attached Hostels (DAH) towards their mess charges to Rs.1050/- Per month.

FAST – Reimbursement of Tuition Fees

  • Reimbursement is being sanctioned to all the eligible BC Students on saturation basis on par with Social Welfare Department for category ‘A’ Admissions. Reimbursement of tuition fee is fixed to maximum of Rs.35,000/- to Engineering and Rs.27,000/- to MBA and MCA courses.
  • Students who get EAMCET Rank up to 10,000 and Students who studied in Govt. Welfare Hostels, Novodaya schools and students recommended to Corporate colleges are reimbursed full fee fixed by the Engineering Institutes.

Admission of Meritorious students into Corporate Junior Colleges:

The scheme is meant for BC and EBC students to got 400 and above marks in the 10th class exams for Residential admission into Corporate Colleges into the Intermediate course. Only students studying in Government Mandal, Municipal / Aided schools and also boarders of Government Hostels are eligible.

The selection of candidates is done by a District Selection Committee strictly in the order of merit, under the Chairmanship of District Collector.

The maximum Reimbursable fee under the scheme is Rs.38,000 per annum per student includes books, material, mess and other maintenance charges. An amount of Rs.3,000/- is release towards pocket allowance and maintenance charges, to the students account.

The total allocation of BC and EBC seats for Telangana is 450.

Maintenance fees (mtf) to students studying in other states:

Government permitted to extend the benefit of MTF Scholarship to students of studying in other states in the 188 Premier Institutions like IIT’s, NIT’s, IIM’s, etc., recognized by Ministry of Human Resources Development, Government of India. Total number students permitted for MTF in the above institutions are 1,355.

Sanction of pre-matric scholarships:

This is a 50:50 Share centrally sponsored scheme. Funds received under this scheme from the Central Government are being clubbed with 50% Matching State Share and utilized for sanction of Pre-Matric Scholarships to meritorious BC students studying VIII to X class in schools duly recognized by the State Government.

The academic performance of the students in the previous year is taken as the basis for sanction of Pre-Matric Scholarships. It shall be paid for a period of 10 months in an academic year. The scholarship amount is Rs.50/- per month for IX & X Class students and Rs.40/- per month for VIII Class Students.

Incentives to inter caste married couples:

To achieve Social integration and to usher in a casteless and classless society, incentives are given to the Inter caste married couples.

Under this scheme a cash incentive of Rs.10,000/- along with an appreciation letter is given to the Inter-caste married couple.

To be eligible for this scheme, either one of the spouses shall belong to Backward Classes. If both the spouses belong to Backward Classes, but are of different communities, then also the incentive is given.

Subsidy to BC advocates:

In order to assist the Backward Classes advocates to improve their performance and settle down in legal profession, the Backward Classes Welfare Department is imparting training to BC Advocates in “Administration of Justice”.

Under the scheme, four eligible persons per annum per District are selected and provided training for a period of 3 years. The following assistance is provided to each candidate during the training period.

  • Enrolment fee of Rs.585/-
  • An amount of Rs.3,000/- towards purchase of books and  Furniture
  • A stipend of Rs.1000/- per month for a period of 3 years.

Telangana BC co-operative finance corporation ltd:

The boarders admitted into Pre- Matric Hostels are provided with free boarding and lodging. Further, four pairs of Uniforms, One set of bedding material comprising Blanket and Carpet, Note Books, Nationalized Text Books, Study material etc., are provided to the boarders every year. In addition, Plate and Glass and Trunk Box are provided to the boarders once in five years.

  • Margin Money Scheme to Backward Classes Beneficiaries – It is meant for Rural Area people with a 50% Subsidy and 50% Loan component from Bank. An amount of Rs. 86.52 Cr., is allocated during 2014-15.
  • Rajiv AbhyudayaYojana Scheme – It is meant for Municipalities and Corporations people with 50% subsidy and 50% Loan component from Bank. An Amount of Rs.28.83 Crores is allocated during 2014-15.
  • Community Services (Dhobi Ghats) – The AP. Washermen Cooperative Societies Federation ltd., Hyderabad is implementing the Construction of Dhobi Ghats under Community Services.

Government vide G.O.Rt.No.293 BCW (B3) Department dated:30.08.2012 have enhanced the unit cost for Construction of Dhobi Ghats from Rs.2.00 lakhs (Rupees two lakhs only) to Rs.5.60 lakhs (Rupees five lakhs sixty thousand only) without insisting on any financial contribution from the local Washermen Community. An Amount of Rs.21.00 Crores for 375 Dhobi Ghats is allocated during 2014-15.

Selection of Dhobi Ghats

The District level Rajaka Welfare Committee under the Chairmanship of the District Collector will identify the places for Construction of Dhobi Ghats.

Requirements for Construction of Dhobi Ghats

  • Site for Construction of Dhobikhanas
  • Water feasibility report
  • Electricity feasibility report
  • Shed for Rajakas
  • Toilet and Drinking water facility for Rajakas
  • Estimation report from the Executive Agencies.

Activities:

Professional and General Schemes will be covered as per Beneficiary choice.

Recently Government transferred to 2 Federations namely Toddy Tappers Cooperative Societies Federation and Goat and Sheep Rearing Cooperative Societies Federation Ltd., to BC Welfare Department, duly releasing Rs.25.00 Crores for each Federation.

In addition, Plate and Glass and Trunk Box are provided to the boarders once in five years.

  • The Commission shall examine requests for inclusion of any class of citizens as a backward class in the lists and hear complaints of over-inclusion or under-inclusion of any backward class in such list and tender such advice to the Government as it deems appropriate;
  • The Commission shall examine and make recommendations on any other matter relating to the backward classes that may be referred to it by the Government from time to time;
  • It shall be competent for the Commission at the request of the Government to make an interim report in regard to any castes or classes in whose cases urgent action under the Act is, in the opinion of the Government, necessary. Any action taken by the Government on the basis of such report shall be subject to review with prospective effect as and when the final report of the Commission is received.(This sub-section was inserted by Act No.16 of 1995 which has come into force from 7.9.94 published in AP Gazette part IV-B Extraordinary No.22, Dt:17.2.95)
  • The Commission shall enquire into specific complaints with respect to the non-observance of the rule of reservation in the admissions into educational institutions and also reservation of appointments to posts/services under the Government and other local authority or other authority in the State, as applicable to the listed Backward Classes and furnish its report to the Government.(This sub-section was inserted by Act No.2 of 1997, published in the AP Gazette, part IV-B, Extraordinary No.9, Dt:17.3.97, which has come into force from 3.4.97, vide G.O.Ms.No.9, BC Welfare (A1) Dept., Dt:17.3.97)
